EU Moves to Reduce Fragmentation Across Europe’s Quantum Startup Ecosystem

Europe has built a strong position in quantum science, but turning that scientific advantage into globally competitive businesses remains a major challenge.

The European Union is now looking to address that problem through its planned Quantum Act and broader efforts to bring the continent’s fragmented quantum ecosystem closer together.

The issue is not a lack of research.

Europe has developed significant expertise in quantum computing, communication and sensing. According to European Commission material, roughly one-third of quantum companies worldwide are based in the EU, while European organisations have invested more than €11 billion in quantum technologies over the past five years.

Yet the continent still faces a difficult transition from research laboratories to large-scale commercial products.

Europe’s quantum sector is made up largely of startups, scaleups, research institutions and national programmes. Many of these organisations are working on related technologies, but efforts are often divided between individual countries and funding systems.

That fragmentation creates problems.

A startup developing quantum hardware in one European country may have limited access to customers, investors or manufacturing facilities elsewhere on the continent. Research institutions may also operate with different priorities, while governments compete to establish their own national quantum strategies.

The European Commission has already acknowledged the problem.

Its quantum strategy identifies fragmentation across Member States as a significant weakness, with duplication of efforts, competition for talent and gaps in priority areas making it harder for Europe to build a competitive industrial ecosystem.

The planned Quantum Act is intended to help address some of these challenges.

European officials have recently emphasised that the objective is not simply to throw more money at quantum technology. Instead, Europe needs stronger coordination, greater collaboration and clearer routes for startups to scale.

At a recent European Parliament event, European Commission official Thomas Skordas reportedly argued that the forthcoming Quantum Act should help consolidate Europe’s quantum ecosystem rather than simply become another funding programme.

That distinction matters.

Quantum computing is still an emerging technology. Building a successful quantum company can require enormous amounts of capital, highly specialised researchers and access to advanced infrastructure.

A promising startup may have excellent technology but struggle to find customers willing to purchase it before the technology has matured.

This creates a classic deep-tech problem.

The companies need capital to develop their products, but investors often want evidence of commercial demand before committing significant amounts of money.

Europe therefore needs more than research funding.

It needs an ecosystem that connects researchers, startups, large companies, investors and governments.

The EU is also looking at the entire quantum supply chain. Its strategy includes quantum computing, quantum communication and quantum sensing, while efforts are being made to support the transition from laboratory research toward industrial production.

This could become particularly important as quantum technologies begin to intersect with cybersecurity.

Quantum computers could eventually threaten some of today’s encryption systems, while quantum communication technologies could introduce new approaches to securing sensitive information.

The European Union therefore views quantum technology not only as an economic opportunity but also as a strategic technology.

Competition is intensifying globally.

The United States and China are investing heavily in quantum research and commercial development, while other countries are building their own national programmes.

For Europe, simply producing excellent research may not be enough.

The continent needs companies capable of turning that research into products that can compete internationally.

That means creating stronger links between universities and businesses, improving access to scale-up capital and reducing barriers between European markets.

If the Quantum Act succeeds in creating greater coordination, Europe’s existing scientific strength could become a much stronger industrial advantage.

The goal is no longer simply to discover the future of quantum technology.

It is to ensure that Europe has companies capable of building and commercialising it.
