
Europe’s Cloud Sovereignty Push Faces New Pressure From the Defence Sector
Europe’s push for greater control over its digital infrastructure is entering a complicated new phase.
The European Union has been increasingly concerned about its dependence on foreign technology companies for cloud computing, artificial intelligence, semiconductors and other critical digital infrastructure.
But the debate becomes more complicated when national security and defence are involved.
European defence officials are reportedly warning that strict cloud-sovereignty requirements could create difficulties for military organisations that currently rely on American cloud providers and technology.
The issue illustrates one of Europe’s biggest technology dilemmas.
On one hand, European governments want greater technological independence. On the other, Europe’s defence infrastructure has become deeply connected to American technology and NATO systems.
Cloud computing is at the centre of this discussion.
Modern defence organisations increasingly depend on cloud infrastructure for storing information, running applications, analysing data and supporting communication systems.
Replacing those systems is not as simple as purchasing a different cloud subscription.
Defence infrastructure has stringent requirements around security, resilience, interoperability and access. Any new European cloud system would need to meet those standards while still allowing European militaries to cooperate effectively with NATO partners.
This is where sovereignty requirements can create tension.
European policymakers want critical data and infrastructure to remain under European control. Defence organisations, meanwhile, need systems that can work seamlessly with allied countries.
The European Commission has already introduced measures designed to strengthen cloud sovereignty.
In April 2026, the Commission awarded a €180 million contract for sovereign cloud services to four providers for EU institutions and agencies. The procurement uses a Cloud Sovereignty Framework designed to assess factors including legal jurisdiction, data control, technological autonomy, security, supply chains and operational resilience.
The framework goes beyond simply asking where data is stored.
That is important because physical data location does not necessarily determine who controls the technology.
A server can physically sit inside Europe while the software, ownership structure or legal jurisdiction behind the service remains connected to a company outside Europe.
Europe’s broader sovereignty debate is therefore increasingly focused on control rather than geography alone.
The European Commission’s framework uses 48 criteria across eight categories to evaluate sovereignty, including strategic, legal, data and AI, operational, supply-chain, technological, security and environmental considerations.
But defence introduces a particularly difficult question: how much sovereignty is enough?
If European defence organisations completely exclude American cloud technologies, they could potentially reduce some forms of external dependency.
However, they could also make cooperation with American forces and other NATO partners more difficult.
That is why some defence officials are pushing back against overly restrictive approaches.
There is also a practical economic issue.
Europe’s cloud market is still heavily dominated by large American technology companies. Building competitive European alternatives will require enormous investment in data centres, networking infrastructure, chips, software and cybersecurity.
European policymakers therefore face a balancing act.
They need to encourage European cloud providers and reduce strategic dependence without creating rules that make European organisations less competitive or less interoperable with their allies.
The solution may ultimately involve a layered approach.
Highly sensitive government and defence workloads could require stronger sovereignty guarantees, while less sensitive workloads could continue using international providers under appropriate safeguards.
Such an approach would allow Europe to build domestic capabilities gradually rather than attempting to replace the entire cloud ecosystem overnight.
The cloud sovereignty debate is therefore becoming much bigger than a technology procurement issue.
It is about Europe’s economic independence, cybersecurity, defence strategy and relationship with its international partners.
Europe’s challenge is not simply to build its own cloud.
It is to build enough technological capability to have genuine choices about who controls the infrastructure on which its digital future depends.
